“By the provisions of Section 230(l)(s) of the 1979 Constitution, the Federal High Court is vested with exclusive jurisdiction on matters pertaining to administration or the management and control of the Federal Government or any of its agencies. An action based on contract as the Appellant's claim, cannot be included, it will therefore ordinarily fall within the residual jurisdiction of the High Courts.
